About the programme:
Chief Minister’s Good Governance Associates (CMGGA) programme is a unique collaboration between the Government of Haryana and Ashoka University. Offered as a one-year experiential learning Fellowship by Ashoka University, 25 young zealous individuals (Associates) are placed across 22 districts of Haryana, for a 12-month period to bring about societal changes on ground while gaining considerable training and exposure.
Adopting a field-and-forum approach, the Associates work in the districts for six-seven weeks and then gather at Ashoka University for a week-long cross-learning sessions to oversee challenges, synthesize learnings, and ideate to work more efficiently.

Must-haves:
● Passion about social change.
● Ability to adapt to living and working in field conditions at the district level, where ever assigned. (including Rural/ Semi-Urban Districts)
● Commit to a year-long full-time Fellowship.
● Indian citizenship.
● Bachelor's degree with at least 1 year of work experience OR you have a postgraduate degree or diploma in any discipline. (You are also eligible if you have done an integrated Bachelors & Masters programme)
● Not more than 28 years of age as of 15th July 2022. (i.e. not born before 15th July 1994).
● Proficient in both Hindi and English, with the ability to read and write in both.
● Ability to establish and maintain strong working relationships with various stakeholders, including senior stakeholders.
● High-caliber interpersonal communication (documentation and presentation skills), advocacy and negotiation skills, and the ability to work collaboratively with teams.
● Ability to adapt to diverse educational and cultural contexts and maintain a high standard of personal conduct.
● Proficiency in computer skills (MS Word, Excel, and PowerPoint).
Good to have:
● Prior experience in the policy and development sector, policy analysis/ research, and formulation.
● Previous experience and knowledge of data analysis.
● Track record of initiative-taking and successful leadership roles.

Question 1: Solutions to help Government of Haryana tackle malnutrition in children under the age of 5 years.
Even though Haryana has one of the highest per-capita income in India, it continues to be perform poorly in malnutrition. According to NFHS 5 data, children under the age of 5 years who are stunted and wasted stand at ~26% and ~11% respectively. Malnutrition at a young age wreaks havoc on survival, health and productivity of the individual for the rest of their lives.
Suggest a plan for the government of Haryana to indicate evidence based short and medium term solutions to tackle malnutrition among children under the age of 5 years effectively. (500 words)

Question 2: Stubble Burning
Burning of crop residues in fields contributes substantially to air pollution in North India. Paddy stubble burning in Haryana is a major reason for impacting air quality during the onset of winter. There have been ~9,000 fire counts in Haryana in 2021.
You are working with the Haryana Government to address the challenge. You are required to propose 3 interventions to solve the problem sustainably. (500 words)
खेतों में फसल अवशेषों (पराली) को जलाने से उत्तर भारत में वायु प्रदूषण में काफी योगदान होता है। हरियाणा में धान की पराली जलाना सर्दी की शुरुआत के दौरान हवा की गुणवत्ता को प्रभावित करने का एक प्रमुख कारण है। 2021 में हरियाणा में लगभग 9,000 खेतों में आग की गिनती हुई है।
